PROJECT OVERVIEW
RHS was retained by Urban Engineers to provide construction engineering and inspection (CEI) services for the I-95 Northbound Safety Improvements and Pavement Rehabilitation project, spanning approximately 11.5 miles through Groton, Stonington, and North Stonington, Connecticut. The project upgrades I-95 Northbound to current design standards, including new and upgraded roadway lighting, metal beam rails, fine milling and paving, bridge end post modifications, and protective fencing installation, extending from 700 feet west of the Mystic Street/Allyn Street overpass to the Rhode Island state line. RHS’s office engineers supported daily operations by managing project tasks in AASHTOWare, COMPASS, SharePoint, HaulHub, and PaveTrack, preparing pay estimates, tracking submittals, documenting design changes, and conducting audits. Field inspectors performed daily roadway and bridge inspections, maintained detailed reports and photo records, computed quantities in Volume III, tracked cost-plus items, and participated in field meetings to ensure quality and compliance throughout the project.

CHALLANGE
The I-95 Northbound Safety Improvements and Pavement Rehabilitation Project presented the challenge of performing roadway, bridge, lighting, railing, fencing, and paving improvements across an 11.5-mile active interstate corridor while maintaining traffic flow, public safety, and construction quality. The project required careful coordination between field inspection staff, office engineers, contractors, Urban Engineers, and CTDOT to manage daily construction activities, track quantities, document design changes, prepare pay estimates, and ensure compliance with project specifications and CTDOT standards from Groton to the Rhode Island state line.
A major challenge of this project was coordinating multiple safety and pavement rehabilitation activities across a long, high-volume interstate corridor with changing field conditions and active traffic constraints. Fine milling and paving operations, roadway lighting upgrades, protective fencing, bridge end post modifications, and metal beam rail improvements required accurate sequencing, continuous inspection coverage, and timely communication to avoid delays and maintain safe work zones. The project also required detailed documentation through several CTDOT platforms, making accurate reporting, quantity verification, and coordination between office and field staff essential to successful project delivery.
